Abstract
Management Information System (MIS) for a hospital is very important to be implemented immediately. This is considering the complexity of existing problems in patient medical data and administrative data in the hospital. But providing a SIM is not an easy thing, especially if it is associated with a relatively large procurement cost. Implementation of information systems in a hospital requires a careful planning. done in recklessly without planning first it will cost a lot of money, there may be new costs both for research feasibility and others will add to the next cost. In the application of information systems, financial problems are an important factor. Management Information System consists of three words namely system, information and management. The system is a set of elements, components or variables that are organized, interacted, interdependent and integrated. Information is data that has been compiled and processed in such a way, so meaningful and useful because it can be communicated to someone who will use it to make decisions. Management is the act of thinking and achieving the desired outcomes through a group effort consisting of utilizing human talents and resources. Management Information System means a system that provides to the organizers of the organization and information related to the implementation of organizational tasks. As more specific, Hospital Management Information System (SIMRS) is a procedure of data processing both general hospital data and patient medical data so that it can support management decision making process.

1. INTRODUCTION
1.1 Background
The development of information systems technology, then the presentation of information quickly and efficiently is needed by everyone. Technological developments are increasingly rapidly demanding the change of manual recording into a computerized system. Similarly, the payment of patients in a hospital. Hospitals as one of the public service institutions in the health sector require the existence of an information system that is accurate, reliable, and sufficient to improve services to patients and other related environments. Hospital information systems are used to facilitate the management of data on hospitals. This system should have used computerized methods.because with the use of computerized methods, the process of inputting data, the process of data retrieval and updating process data becomes very easy, fast and accurate.
The Internet is a computer network that can connect companies with the public domain, such as individuals, communities, institutions, and organizations. This line is the cheapest path that can be used institutions to establish effective communication with consumers. Starting from the exchange of data and information up to payment transactions can done quickly and cheaply through the internet.
The speed of evolution of information technology in utilizing the internet to develop networks in database management is largely determined by management readiness and availability of adequate resources. But the evolution does not mean that the institution should sequentially follow the existing stages, but for those who want to implement data management because “safe” and “controlled”, the gradual application development flow is a good choice.
Management Information System which is intended is a system that has been computer-based to process medical data patients and administrative data owned hospital. Until days to come, if we talk about the hospital, the most memorable is the service that is not satisfactory when doing administration or the time required by the nurse to search for patient medical data.
Some of the obstacles that are often experienced by the Hospital caused by the information system that has not been managed properly is recurring records that cause data duplication, data that has not been integrated or still scattered, data recording is still done manually so there are many mistakes and information late disseminated. Because the management information system for the Hospital is very necessary to be able to provide excellent service to the community, can present accurate report so as to provide convenience in decision making by the management.
Before applying a management information system for the Hospital, we must know the class and status of the Hospital. Where each Hospital has different information system needs. Hospital status and class can be divided into four (4), namely: Vertical hospital, regional public hospital, private general hospital, hospital specialist
In general, the scope of DigIS-RS can be described as follows: General patient registration process and patient guarantor other than ASKES, ASKES patient registration process, outpatient care service flow, service flow of ER patients, patient service flow in the support unit.

1.2 Problem Formulation
The meaning of health information system, the information system in the future, the main purpose of health information systems, the benefits of health information systems, the role of health information system, the scope of health information system, the concept of developing health information system, the application of health information system in hospital information system.

Generally, all types of hospital information system (HIS) are supported in client-server architectures for networking and processing. Most work positions for HIS are currently resident types. Mobile computing began with wheeled PC stands. Now tablet computers and smartphone applications are used. Enterprise HIS with Internet architectures have been successfully deployed in Public Healthcare Territories and have been widely adopted by further entities. The Hospital Information System (HIS) is a province-wide initiative designed to improve access to patient information through a central electronic information system. HIS’s goal is to streamline patient information flow and its accessibility for doctors and other health care providers. These changes in service will improve patient care quality and patient safety over time. The patient carries system records patient information, patient laboratory test results, and patient’s doctor information. Doctors can access easily person information, test results, and previous prescriptions. Patient schedule organization and early warning systems can provide by related systems.

2. METHOD
2.1 Understanding health information system management
Health Information System (SIK) is a system of data management and health information at all levels of government systematically and integrated to support health management in order to improve health service to society Regulation of legislation mentioning health information system is Kepmenkes Nomor 004/Menkes/SK/I/2003 on policy and strategy of decentralization in health sector and Kepmenkes Nomor 932/Menkes/SK/VIII/2002 on guidance on implementation of development of district health information report system. As information system consists of data, human and process and combination of hardware, software and communications technology. The use of information consists of three stages of data entry, processing, and information release.

2.2 Future Health Information System
In an effort to address data fragmentation, the Government is developing an application called the Generic Application System of Regions (Sikda). Generic-based Health Information system has the following characteristics : Input-based recording and reporting of electronic or computerized, input data is only done in place of health services (health facilities), no duplication (only 1 time), accurate, precise, power efficient and transparent, there is a reduction in workload so that officers have extra time to serve patients or the community, the data uploaded to the center is the digital individual data sent to the national data bank (data warehouse), reports are taken from the data bank so as not to burden the health worker in the leading service unit, the Puskesmas and the Health Office will be equipped with computer-based equipment, officers will be upgraded by training to apply Sikda Generik, easy to do various types of analysis and assessment on the data, gradually will be applied 3 applications sikda generic namely information systems health management, health office information system and hospital management information system.

2.3 The purpose of management information systems generally covers the field of management
Human resource management (HRM), management prod, financial management.
Hospital Management Information System (SIMRS) is a hospital data processing procedure utilizing integrated information technology to produce timely and effective information to support decision-making process for the management, so that in the step will make some new standard operating procedure (SOP) support the smooth implementation of the SIMRS is well ordered and neat.
Front Office : During the treatment process, patients will use resources, receive services and actions from units such as pharmacy, laboratory, radiology, nutrition, surgery, invasive, non invasive diagnostic and others. The unit gets orders from doctors (eg recipes for pharmacy, lab forms and the like) and nurses.
So doctors and nurses act as core actors/HR on hospitals business processes (all orders come from them).therefore we mention the core of this system as an order communication system. Front Office SIMRS includes, the queue of registration, appointment module, registration, information services, complaint, information services, public.
Back office : hospital is a unit that manages physical resources (human, money, machine/medical device/asset, material like medicine, reagent, stationery, consumables and the like). Although every hospital business process is unique but still there are general process, including planning, purchasing/procurement, stock maintenance/inventory,asset management, HR management, money management (accounts payable, accounts receivable, cash, ledger and others). The back office process is related to the process on the front office, illustrated below.

2.4 Communication
One Medic – One Solutions for Health Information System is a software application that has been developed since 2008. The available communication protocols are equipped with a security system that can suppress various cyber crime actions by irresponsible parties.
Design of a One Medic Web-based SIMRS application where users can integrate with internal and external parties online. Online Integration benefit aims to anticipate the repetition of administrative work that can trigger the occurrence of human error so that the potential losses Hospital can be suppressed. SIMRS One Medic features as a solution to address the future challenges of the medical services industry:
Security system: This module can manage the information and data that are allowed to be accessed by both internal and external parties.such arrangements are made in addition to protecting the confidentiality of patient data as well as to avoid misuse of other important information by irresponsible parties.
MPI server solutions: is an online communication system designed to bridge communication between systems. MPI server solutions applications may be used as a means of confirming the rights of patients to the types of medical and medicines that may be provided by the Hospital in accordance with the provisions of the Guarantor Party.
Billing records system: all medical and medical action data provided to patients is automatically recorded online and can be arranged in accordance with the billing format established by the Guarantor. This feature can shorten the process of billing administration work so as to reduce the number of accounts receivable.
For communication media information between the units can be used computer media that has been integrated with the LAN network by using Messenger or chat application, in addition there is also a local phone that helps communication between the unit. Meanwhile for communication access to outside agencies using internet access integrated through the City Government network.
